Eligibility Requirements

To qualify for Hong Kong’s Top Talent Pass Scheme, applicants must satisfy one of three distinct categories:

Category A – High Earners

You must have earned a taxable income of at least HK$2.5 million (approximately US$320,000) within the year before applying. This includes salary, bonuses, and business income – such as profits from self-owned companies, but does not include passive investment returns

Category B – Experienced Graduates

Graduates from one of the world’s top 100 universities, holding a recognized full-time bachelor’s degree from the official Aggregate List, must have at least three years of full-time relevant work experience gained within the five years immediately preceding the application.

The awarding institution must be on the official Aggregate List published by the Hong Kong Immigration Department. Branch campuses, extension schools, & continuing education arms are not accepted.

Higher degrees from non-listed universities do not qualify under Category B.

Category C – Young High-Quality Graduates

Graduates who obtained a full-time bachelor’s degree from a university on the official Aggregate List within the past five years, and have less than three years of full-time work experience, may qualify under this category. This route is subject to a first-come, first-served quota of 10,000 applicants each year and excludes non-local students who obtained their bachelor’s degree through full-time locally accredited programmes in Hong Kong.
